    The Registered Apprenticeship system provides opportunity for workers seeking high-skilled, high-paying jobs and for employers seeking to build a qualified workforce. Registered Apprenticeship is an employer-driven model, combining on-the-job learning with related classroom instruction and allows the Registered Apprentice to earn a paycheck from day one. Employer and Training Administration, an agency under the Department of Labor, recently released Equal Employment Opportunityfinal (EEO) regulations for apprenticeship programs under the National Apprenticeship Act of (aka “the Fitzgerald Act”). This law and these regulations affect multiemployer Joint.

      A year ago, the USDOL proposed changes to modernize equal employment opportunity regulations for apprenticeship programs by adding protected classifications and specifying the affirmative steps sponsors must take to ensure equal opportunity. Just as with the proposed rule, the final rule prohibits discrimination based on age (40 or older. Operating Engineer training consists of an intensive work-study Apprenticeship Program which combines on-the-job experience and classroom instruction. There is no monetary cost to the apprentice for this training, but there is a high expectation that each apprentice will bring to his or her work day Commitment and self-discipline.
